Research on VOC is very promising. Satisfaction rates among both victims and offenders who participate are high. Victims’ fears are reduced, offenders better understand the effects of their actions, and both victims and offenders have a better understanding of one another as individuals. Victims are more likely to receive restitution when agreements are made through victim offender encounters.40

To minimize risks, it is crucial that VOC programs be aware of these challenges and build in safeguards. These include active monitoring of restitution agreements until completion, and inviting victims and offenders and/or their service providers on VOC oversight boards to help maintain accountability to those they serve.
